Revolusi Mental

INDONESIA saat ini menghadapi suatu paradoks pelik yang menuntut jawaban dari para pemimpin nasional. Setelah 16 tahun melaksanakan reformasi, kenapa masyarakat kita bertambah resah dan bukannya tambah bahagia, atau dalam istilah anak muda sekarang semakin galau?
Dipimpin bergantian oleh empat presiden antara 1998 dan 2014, mulai dari BJ Habibie, KH Abdurrahman Wahid, Megawati Soekarnoputri, hingga Susilo Bambang Yudhoyono, Indonesia telah mencatat sejumlah kemajuan di bidang ekonomi dan politik. Mereka memimpin di bawah bendera reformasi yang didukung oleh pemerintahan yang dipilih rakyat melalui proses yang demokratis.
Ekonomi semakin berkembang dan masyarakat banyak yang bertambah makmur. Bank Dunia bulan Mei ini mengatakan ekonomi Indonesia sudah masuk 10 besar dunia, jauh lebih awal dari perkiraan pemerintah SBY yang memprediksi baru terjadi tahun 2025. Di bidang politik, masyarakat sudah banyak menikmati kebebasan serta hak-haknya dibandingkan sebelumnya, termasuk di antaranya melakukan pergantian pemimpinnya secara periodik melalui pemilu yang demokratis.
Namun, di sisi lain, kita melihat dan merasakan kegalauan masyarakat seperti yang dapat kita saksikan melalui protes di jalan-jalan di kota besar dan kecil dan juga di ruang publik lainnya, termasuk media massa dan media sosial. Gejala apa ini?
Pemimpin nasional dan pemikir di Indonesia bingung menjelaskan fenomena bagaimana keresahan dan kemarahan masyarakat justru merebak. Sementara, oleh dunia, Indonesia dijadikan model keberhasilan reformasi yang menghantarkan kebebasan politik serta demokrasi bersama pembangunan ekonomi bagi masyarakatnya.
Izinkan saya melalui tulisan singkat ini menyampaikan pandangan saya menguraikan permasalahan bangsa ini dan menawarkan paradigma baru untuk bersama mengatasinya. Saya bukan ahli politik atau pembangunan. Untuk itu, pandangan ini banyak berdasarkan pengamatan dan pengalaman saya selama ini, baik sebagai Wali Kota Surakarta maupun Gubernur DKI Jakarta. Oleh karena itu, keterbatasan dalam pandangan ini mohon dimaklumi.
Sebatas kelembagaan
Reformasi yang dilaksanakan di Indonesia sejak tumbangnya rezim Orde Baru Soeharto tahun 1998 baru sebatas melakukan perombakan yang sifatnya institusional. Ia belum menyentuh paradigma, mindset, atau budaya politik kita dalam rangka pembangunan bangsa (nation building). Agar perubahan benar-benar bermakna dan berkesinambungan, dan sesuai dengan cita-cita Proklamasi Indonesia yang merdeka, adil, dan makmur, kita perlu melakukan revolusi mental.
Nation building tidak mungkin maju kalau sekadar mengandalkan perombakan institusional tanpa melakukan perombakan manusianya atau sifat mereka yang menjalankan sistem ini. Sehebat apa pun kelembagaan yang kita ciptakan, selama ia ditangani oleh manusia dengan salah kaprah tidak akan membawa kesejahteraan. Sejarah Indonesia merdeka penuh dengan contoh di mana salah pengelolaan (mismanagement) negara telah membawa bencana besar nasional.
Kita melakukan amandemen atas UUD 1945. Kita membentuk sejumlah komisi independen (termasuk KPK). Kita melaksanakan otonomi daerah. Dan, kita telah banyak memperbaiki sejumlah undang-undang nasional dan daerah. Kita juga sudah melaksanakan pemilu secara berkala di tingkat nasional/daerah. Kesemuanya ditujukan dalam rangka perbaikan pengelolaan negara yang demokratis dan akuntabel.
Namun, di saat yang sama, sejumlah tradisi atau budaya yang tumbuh subur dan berkembang di alam represif Orde Baru masih berlangsung sampai sekarang, mulai dari korupsi, intoleransi terhadap perbedaan, dan sifat kerakusan, sampai sifat ingin menang sendiri, kecenderungan menggunakan kekerasan dalam memecahkan masalah, pelecehan hukum, dan sifat oportunis. Kesemuanya ini masih berlangsung, dan beberapa di antaranya bahkan semakin merajalela, di alam Indonesia yang katanya lebih reformis.
Korupsi menjadi faktor utama yang membawa bangsa ini ke ambang kebangkrutan ekonomi di tahun 1998 sehingga Indonesia harus menerima suntikan dari Dana Moneter Internasional (IMF) yang harus ditebus oleh bangsa ini dengan harga diri kita. Terlepas dari sepak terjang dan kerja keras KPK mengejar koruptor, praktik korupsi sekarang masih berlangsung, malah ada gejala semakin luas.
Demikian juga sifat intoleransi yang tumbuh subur di tengah kebebasan yang dinikmati masyarakat. Sementara itu, pertumbuhan ekonomi yang pesat malah memacu sifat kerakusan dan keinginan sebagian masyarakat untuk cepat kaya sehingga menghalalkan segala cara, termasuk pelanggaran hukum.
Jelas reformasi, yang hanya menyentuh faktor kelembagaan negara, tidak akan cukup untuk menghantarkan Indonesia ke arah cita-cita bangsa seperti diproklamasikan oleh para pendiri bangsa. Apabila kita gagal melakukan perubahan dan memberantas praktik korupsi, intoleransi, kerakusan, keinginan cepat kaya secara instan, pelecehan hukum, dan sikap oportunis, semua keberhasilan reformasi ini segera lenyap bersama kehancuran bangsa.
Perlu revolusi mental
Dalam pembangunan bangsa, saat ini kita cenderung menerapkan prinsip-prinsip paham liberalisme yang jelas tidak sesuai dan kontradiktif dengan nilai, budaya, dan karakter bangsa Indonesia. Sudah saatnya Indonesia melakukan tindakan korektif, tidak dengan menghentikan proses reformasi yang sudah berjalan, tetapi dengan mencanangkan revolusi mental menciptakan paradigma, budaya politik, dan pendekatan nation building baru yang lebih manusiawi, sesuai dengan budaya Nusantara, bersahaja, dan berkesinambungan.
Penggunaan istilah ”revolusi” tidak berlebihan. Sebab, Indonesia memerlukan suatu terobosan budaya politik untuk memberantas setuntas-tuntasnya segala praktik-praktik yang buruk yang sudah terlalu lama dibiarkan tumbuh kembang sejak zaman Orde Baru sampai sekarang. Revolusi mental beda dengan revolusi fisik karena ia tidak memerlukan pertumpahan darah. Namun, usaha ini tetap memerlukan dukungan moril dan spiritual serta komitmen dalam diri seorang pemimpin—dan selayaknya setiap revolusi—diperlukan pengorbanan oleh masyarakat.
Dalam melaksanakan revolusi mental, kita dapat menggunakan konsep Trisakti yang pernah diutarakan Bung Karno dalam pidatonya tahun 1963 dengan tiga pilarnya, ”Indonesia yang berdaulat secara politik”, ”Indonesia yang mandiri secara ekonomi”, dan ”Indonesia yang berkepribadian secara sosial-budaya”. Terus terang kita banyak mendapat masukan dari diskusi dengan berbagai tokoh nasional tentang relevansi dan kontektualisasi konsep Trisakti Bung Karno ini.
Kedaulatan rakyat sesuai dengan amanat sila keempat Pancasila haruslah ditegakkan di Bumi kita ini. Negara dan pemerintahan yang terpilih melalui pemilihan yang demokratis harus benar-benar bekerja bagi rakyat dan bukan bagi segelintir golongan kecil. Kita harus menciptakan sebuah sistem politik yang akuntabel, bersih dari praktik korupsi dan tindakan intimidasi.
Semaraknya politik uang dalam proses pemilu sedikit banyak memengaruhi kualitas dan integritas dari mereka yang dipilih sebagai wakil rakyat. Kita perlu memperbaiki cara kita merekrut pemain politik, yang lebih mengandalkan keterampilan dan rekam jejak ketimbang kekayaan atau kedekatan mereka dengan pengambil keputusan.
Kita juga memerlukan birokrasi yang bersih, andal, dan kapabel, yang benar-benar bekerja melayani kepentingan rakyat dan mendukung pekerjaan pemerintah yang terpilih. Demikian juga dengan penegakan hukum, yang penting demi menegakkan wibawa pemerintah dan negara, menjadikan Indonesia sebagai negara yang berdasarkan hukum. Tidak kalah pentingnya dalam rangka penegakan kedaulatan politik adalah peran TNI yang kuat dan terlatih untuk menjaga kesatuan dan integritas teritorial Negara Kesatuan Republik Indonesia (NKRI).
Di bidang ekonomi, Indonesia harus berusaha melepaskan diri dari ketergantungan yang mendalam pada investasi/modal/bantuan dan teknologi luar negeri dan juga pemenuhan kebutuhan makanan dan bahan pokok lainnya dari impor. Kebijakan ekonomi liberal yang sekadar mengedepankan kekuatan pasar telah menjebak Indonesia sehingga menggantung pada modal asing. Sementara sumber daya alam dikuras oleh perusahaan multinasional bersama para ”komprador” Indonesia-nya.
Reformasi 16 tahun tidak banyak membawa perubahan dalam cara kita mengelola ekonomi. Pemerintah dengan gampang membuka keran impor untuk bahan makanan dan kebutuhan lain. Banyak elite politik kita terjebak menjadi pemburu rente sebagai jalan pintas yang diambil yang tidak memikirkan konsekuensi terhadap petani di Indonesia. Ironis kalau Indonesia dengan kekayaan alamnya masih mengandalkan impor pangan.
Indonesia secara ekonomi seharusnya dapat berdiri di atas kaki sendiri, sesuai dengan amanat Trisakti. Ketahanan pangan dan ketahanan energi merupakan dua hal yang sudah tidak dapat ditawar lagi. Indonesia harus segera mengarah ke sana dengan program dan jadwal yang jelas dan terukur. Di luar kedua sektor ini, Indonesia tetap akan mengandalkan kegiatan ekspor dan impor untuk menggerakkan roda ekonomi.
Kita juga perlu meneliti ulang kebijakan investasi luar negeri yang angkanya mencapai tingkat rekor beberapa tahun terakhir ini karena ternyata sebagian besar investasi diarahkan ke sektor ekstraktif yang padat modal, tidak menciptakan banyak lapangan kerja, tetapi mengeruk keuntungan yang sebesar-besarnya.
Pilar ketiga Trisakti adalah membangun kepribadian sosial dan budaya Indonesia. Sifat ke-Indonesia-an semakin pudar karena derasnya tarikan arus globalisasi dan dampak dari revolusi teknologi komunikasi selama 20 tahun terakhir. Indonesia tidak boleh membiarkan bangsanya larut dengan arus budaya yang belum tentu sesuai dengan nilai-nilai luhur bangsa kita.
Sistem pendidikan harus diarahkan untuk membantu membangun identitas bangsa Indonesia yang berbudaya dan beradab, yang menjunjung tinggi nilai-nilai moral agama yang hidup di negara ini. Akses ke pendidikan dan layanan kesehatan masyarakat yang terprogram, terarah, dan tepat sasaran oleh nagara dapat membantu kita membangun kepribadian sosial dan budaya Indonesia.
Dari mana kita mulai
Kalau bisa disepakati bahwa Indonesia perlu melakukan revolusi mental, pertanyaan berikutnya adalah dari mana kita harus memulainya. Jawabannya dari masing-masing kita sendiri, dimulai dengan lingkungan keluarga dan lingkungan tempat tinggal serta lingkungan kerja dan kemudian meluas menjadi lingkungan kota dan lingkungan negara.
Revolusi mental harus menjadi sebuah gerakan nasional. Usaha kita bersama untuk mengubah nasib Indonesia menjadi bangsa yang benar-benar merdeka, adil, dan makmur. Kita harus berani mengendalikan masa depan bangsa kita sendiri dengan restu Allah SWT. Sebab, sesungguhnya Allah tidak mengubah nasib suatu bangsa kecuali bangsa itu mengubah apa yang ada pada diri mereka.
Saya sudah memulai gerakan ini ketika memimpin Kota Surakarta dan sejak 2012 sebagai Gubernur DKI Jakarta. Sejumlah teman yang sepaham juga sudah memulai gerakan ini di daerahnya masing-masing. Insya Allah, usaha ini dapat berkembang semakin meluas sehingga nanti benar-benar menjadi sebuah gerakan nasional seperti yang diamanatkan oleh Bung Karno, memang revolusi belum selesai. Revolusi Mental Indonesia baru saja dimulai.

Tidur sebentar dapat membantu anda menyelesaikan masalah dimana anda tidak bisa melakukannya ketika terjaga. Mengapa? Karena pikiran anda bisa berjalan liar ketika anda bermimpi. Namun tentu saja bagi anda yang bekerja di kantor, harus memiliki trik-trik khusus agar anda dapat melakukan aktivitas ini.
3. Meditasi
Jika anda tidak punya waktu untuk meditasi, ambil beberapa menit untuk menenangkan pikiran anda. Menurut sebuah penelitian terbaru di Frontiers in Psychology, meditasi mendorong pemikiran yang kreatif. “Beristirahat dan duduk diam, idealnya dengan punggung tidak menyentuh kursi Anda, berfokus pada napas anda,” kata Schooler.
4. Buat sedikit kebisingan
Diam justru dapat “memekakkan” telinga. Menurut penelitian terbaru, dikatakan bahwa bekerja di lingkungan yang cukup bising membantu orang menjadi lebih produktif dan kreatif. Tingkat kebisingan yang optimal cocok dengan sebuah kedai kopi, tetapi jika anda tidak bisa bekerja di dalam Starbucks, pergilah ke kantin kantor anda atau sekedar membuka pintu ruang kerja anda. Kuncinya adalah membiarkan otak anda mendapat masukan dari ketidakpastian yang ada di sekitar anda.
5. Go green
Melihat benda-benda hijau akan meningkatkan pikiran yang kreatif, begitu kata sebuah penelitian di Jerman baru-baru ini. Otak kita mengasosiasikan warna dengan alam dan pertumbuhan, yang memacu inovasi. Yang diperlukan hanyalah dua detik untuk melihat sesuatu yang hijau, jadi lanjutkanlah menatap tanaman.
6. Maksimalkan berkendara anda
